Q-Tari, the complete solution for managing the billing of TARI

QTARI is the QUID platform dedicated to managing the billing of TARI (garbage tax) that, starting in January 2014, replaced the previous tax (TARES). This is one of the most important management process for local governments.

Each municipality determines TARI rates yearly distinguishing between domestic and non-domestic usage. The rate comprises a fixed part, covering the cost of service, calculated based on the surface of the property and a variable, which refers to the amount of waste produced, calculated in a presumptive manner with respect to the number of family members.

The municipality, through the TARI regulations may grant reductions and exemptions. The payments are made through postal paying-in slips, mailed to the user’s home or though other electronic or bank payment systems. The legislation also allows the payment through the F24 form.

The Q TARI platform evolved through a multi-year experience gained by Quid serving over 40 municipalities.

Based on SQLServer DB, lightweight and cost-effective, it has been modernly designed with microservices and functional compartmentalisation , and is not linked to third-party products.

This modern solution, not stratified with years of modifications, meets the expenditure and organizational needs of local government: reduced development time, complete coverage of the functional cycle and optimized for massive computing. The user has an intuitive interface that helps to reduce training time.

It fully addresses and manages the need, including the management of urban cadastre, of sharing with registry databases, the management of accurate collection, the management of rate simulation, contracts and reduction functions, as well as the issuance of rolls and collection management.

Some of the many advantages, that deserve to be mentioned:

  • speed of data import, with application functions that speed up data collection and import, with particular reference to the personal data and the composition of households, ISEE, etc .;

  • urban cadastre management and creation / management of waste cadastre.

  • management of reductions and facilities, also with reference to integrated mapping tools, door-to-door collection management, management of recycling centres, management of MUD (Modello Unico Dichiarazione ambientale), management of accurate collection, etc.

  • imports from other data sources (contract and personal data changes, maps, cadastre for fraud checks, or data synchronisation, etc.);

  • exports for rate simulations, test and/or final billing cycles, rolls, payment requests (e.g., MAV or RID), etc.

  • reports and invoices print indexes, postal paying-in slips, communication and reminders, categories/contracts/square metres summaries, indexes for applied reductions, unpaid, positions, etc.

  • simulation, with the purpose of generating a set of pricing scenarios with which the institution can verify their financial plan and economic policies

  • simulation calculation of invoices with 3 functions: decision making, investigation and control, certification of cycle.
